Not exactly. Of the 50 pitchers who are qualified for the ERA title, so probably not the worst pitchers, only 23 of them have allowed OBPs below .301, i.e., have gotten out 70% of the batters they’ve faced. (None of them have allowed batting averages quite as high as .300, but I’m sure some decent relievers having poor years have.) Charlie Morton has allowed a .338 OBP, though he’s made up for it with a better-than-average slugging percentage allowed.

Yeah, he has games like that. There’s a reason he was so available at the deadline. We needed more arms. He’s about the best lefty we could’ve gotten for Alec Barger, I’d guess.
He also has games like he had in Philly. He’s bullpen depth. He’s clearly behind Iglesias, Jimenez, Johnson, and Yates on the depth chart.
Any game the Marlins win by getting two home runs from Arraez is pretty fluky, anyway.
